Tom McWilliams, who passed away April 23 at age 75, was one of the most visible people in Cecil County. He seemed to be everywhere, whether it was at a county government meeting or an exhibit opening at the arts council. (Tom and Rosalinda have been great supporter of the arts here.) He also became a perennial candidate for county commissioner and also had run for the school board.
