On its Web site, Cecil County government has posted a survey seeking public opinion about charter home rule. The survey was created by Vicky Rinkerman as a research project for a course she is taking at Wilmington University. Rinkerman is the executive office administrator for the Cecil County Board of Commissioners.
Cecil County voters will go to the polls Nov. 2, 2010 to vote for or against charter government as a replacement for the current five-member board of county commissioners. Charter has been repeatedly defeated by voters over the last 30 years, which makes us wonder why the issue is being raised yet again. It reminds us of someone who is quitting smoking …
