The Mayor and Commissioners have announced that they will meet in a special workshop session Tuesday July 20th at 4:00 p.m. to discuss waiving major utility hookup and permit fees for the county detention center. Cecil Times, another new media journalism site, has reported that the county commissioners are miffed at $400,000 in fees Elkton plans to levy for upgrades at the Detention Center. The blogger reported that the county commissioners were going to meet with Elkton to ”demand concessions.”
The matter of collecting sufficient revenue to capitalize the major utility fund is something the commissioners have been struggling with on several fronts. About a month ago, they learned that this revenue-stream was facing a shortfall of nearly a half-million dollars. Those same types of fees were also part of a lawsuit brought by two taxpayers, after the town waived revenue for a developer and local bank in Dec. 2009. In that instance, the town admitted in court that it didn’t have the authority to wave those fees at the time it took that action.
