ANNAPOLIS – Senate Republicans elected Sen. David R. Brinkley as their new whip on Tuesday, supplanting Sen. Nancy Jacobs from the leadership post she held since 2008.
Senate Minority Leader Allan H. Kittleman was re-elected to lead the 12-member caucus in 2011, but the ouster of Jacobs comes as a mild surprise.
Some party officials and activists have expressed disappointment that the GOP lost two Senate seats in what was a favorable climate for Republicans and was unable to raise enough money to support its candidates.
